Only hours after he was sworn in, Republican Gov. Bruce Rauner demonstrated that his blame-the-past campaign theme didn’t end Nov. 4 but will be the dominant early message as he settles in as Illinois’ chief executive.
From the inaugural speech he delivered almost a week ago to the executive orders he issued in recent days, Rauner’s words and actions are aimed at fostering imagery of out with the old and in with the new.
